77:1وَالْمُرْسَلَاتِ عُرْفًا
By the [angelic] emissaries sent successively,

Aqa Mahdi Puya says:
Mursalat, in addition to the winds sent forth, refers to all the communicating agencies who convey the divine blessings and grace to the created beings in various stages and realms, such as prophets, angels and other conscious and unconscious functionaries in the activity of communication.
The winds are an important factor in governing the physical world. They bring the blessings of rain and fertility (Hijr: 22 and Rum: 48). They scatter seeds far and wide, separate chaff from grains, and clear pollution from the environment. There are innumerable benefits for mankind as well as other creatures in the blowing of the winds. They not only come on beneficent errands of mercy but also as violent tornadoes, uprooting and destroying, charged with the wrath of Allah to punish or to give a warning.
Verses 5 and 6, as Aqa Puya has suggested, also refer to prophets and messengers of Allah. The prophets have followed one another, the verses, of the Quran came, one after another, to provide guidance for man's spiritual salvation. They uprooted the spiritually decadent human society.
They sorted out believers and disbelievers in the path of Allah.
77:2فَالْعَاصِفَاتِ عَصْفًا
by those who sweep along like gale,

what you are promised will surely befall.

These verses refer to the events that will happen on the day of resurrection.
The prophets, sent in succession at different times to all nations, will be gathered together in one place before the seat of judgement to bear witness as to the righteous or the unjust among their followers and the Holy Prophet as a witness over all the prophets of Allah. See commentary of Bara-at: 105; Nisa: 41; Nahl: 89 and Baqarah: 143).
77:8فَإِذَا النُّجُومُ طُمِسَتْ
When the stars are blotted out

and the sky is cleft,

when the mountains are scattered [like dust]

and time is set for the apostles [to bear witness]

—for what day has [all] that been set [to occur]?

77:13لِيَوْمِ الْفَصْلِ
For the Day of Judgement!

77:14وَمَا أَدْرَاكَ مَا يَوْمُ الْفَصْلِ
And what will show you what is the Day of Judgement!?

77:15وَيْلٌ يَوْمَئِذٍ لِّلْمُكَذِّبِينَ
Woe to the deniers on that day!

77:16أَلَمْ نُهْلِكِ الْأَوَّلِينَ
Did We not destroy the former generations,

77:17ثُمَّ نُتْبِعُهُمُ الْآخِرِينَ
[and] then made the latter ones follow them?

As said in verse 13, on the day of judgement good will be completely separated from evil. Those who chose falsehood and belied truth will be the losers, therefore "Woe on that day unto the beliers!" has been repeated as a march of punishment unto the disbelievers.

Aqa Mahdi Puya says:
The beliers were given plain and clear guidance but they refused to accept it.
77:18كَذَلِكَ نَفْعَلُ بِالْمُجْرِمِينَ
That is how We deal with the guilty.

until a known span [of time]?

for the living and the dead,

and set in it lofty [and] firm mountains, and given you agreeable water to drink?

77:28وَيْلٌ يَوْمَئِذٍ لِّلْمُكَذِّبِينَ
Woe to the deniers on that day!

77:29انطَلِقُوا إِلَى مَا كُنتُم بِهِ تُكَذِّبُونَ
[The faithless will be told:] ‘Proceed toward what you used to deny!

77:30انطَلِقُوا إِلَى ظِلٍّ ذِي ثَلَاثِ شُعَبٍ
Proceed toward the triple-forked shadow,

77:31لَّا ظَلِيلٍ وَلَا يُغْنِي مِنَ اللَّهَبِ
neither shady nor of any avail against the flames.

77:32إِنَّهَا تَرْمِي بِشَرَرٍ كَالْقَصْرِ
Indeed it throws up [giant] sparks like castles,

77:33كَأَنَّهُ جِمَالَتٌ صُفْرٌ
[bright] like yellow camels.

Woe to the deniers on that day!

77:35هَذَا يَوْمُ لَا يَنطِقُونَ
This is a day wherein they will not speak,

77:36وَلَا يُؤْذَنُ لَهُمْ فَيَعْتَذِرُونَ
nor will they be permitted to offer excuses.

‘This is the Day of Judgement. We have brought you together with the former generations.

77:39فَإِن كَانَ لَكُمْ كَيْدٌ فَكِيدُونِ
If you have any stratagems [left], try them out against Me!’

77:41إِنَّ الْمُتَّقِينَ فِي ظِلَالٍ وَعُيُونٍ
Indeed the Godwary will be amid shades and springs

77:42وَفَوَاكِهَ مِمَّا يَشْتَهُونَ
and [enjoying] such fruits as they desire.

77:43كُلُوا وَاشْرَبُوا هَنِيئًا بِمَا كُنتُمْ تَعْمَلُونَ
[They will be told:] ‘Enjoy your food and drink, [a reward] for what you used to do.

77:44إِنَّا كَذَلِكَ نَجْزِي الْمُحْسِنِينَ
Thus do We reward the virtuous.’

Woe to the deniers on that day!

77:46كُلُوا وَتَمَتَّعُوا قَلِيلًا إِنَّكُم مُّجْرِمُونَ
‘Eat and enjoy a little! You are indeed guilty.’

When they are told, ‘Bow down [in prayer],’ they do not bow down!
