75:1لَآ أُقۡسِمُ بِيَوۡمِ ٱلۡقِيَٰمَةِ
I swear by the Day of Resurrection!

In Arabic language la, the negative particle, is inserted to lay emphasis on the affirmation of the oath. Qiyamah means rising which refers to the day of resurrection or the day of final judgement because on the day of resurrection all the dead created beings will rise from the graves or from wherever their dead bodies disappeared as stated in verse 3.

75:2وَلَآ أُقۡسِمُ بِٱلنَّفۡسِ ٱللَّوَّامَةِ
And I swear by the self-critical soul!

Nafs lawwama, the self-reproaching conscience, feels conscious of evil the human soul is entangled with due to the promptings of nafs ammara which is prone to evil, and, if not checked and controlled by the self-reproaching conscience, leads to perdition. Lawwama prompts a person to resist the evil, and ask for Allah's pardon and grace after repentance and making amends, with hope to reach salvation. Nafs mutma-inna is the highest stage of tranquillity and satisfaction which is achieved when the human soul surrenders itself completely to the will of Allah.
75:3أَيَحۡسَبُ ٱلۡإِنسَٰنُ أَلَّن نَّجۡمَعَ عِظَامَهُۥ
Does man suppose that We will not put together his bones [at resurrection]?

75:4بَلَىٰ قَٰدِرِينَ عَلَىٰٓ أَن نُّسَوِّيَ بَنَانَهُۥ
Yes indeed, We are able to [re]shape [even] his fingertips!

75:5بَلۡ يُرِيدُ ٱلۡإِنسَٰنُ لِيَفۡجُرَ أَمَامَهُۥ
Indeed, man desires to go on living viciously.

The evil-doer does not listen to the dictate of his conscience and goes on committing sin after sin as though he does not believe in the resurrection.
Aqa Mahdi Puya says:
In fact no sinner disbelieves in the hereafter, but his sensual lust prevails over his reasoning and makes him wander away from the path of righteousness.
75:6يَسۡـَٔلُ أَيَّانَ يَوۡمُ ٱلۡقِيَٰمَةِ
He asks, ‘When will be this “day of resurrection”?!’

75:7فَإِذَا بَرِقَ ٱلۡبَصَرُ
But when the eyes are dazzled,

On the day of resurrection the glory of the Lord will shine. All luminaries will loose their light. Every individual will be confounded. All reflected and relative phenomena will sink into nothingness before the true reality of Allah.
As said in Nur: 24 on that day their tongues, their hands and their feet will bear witness against them as to their actions.
75:8وَخَسَفَ ٱلۡقَمَرُ
the moon is eclipsed,

75:9وَجُمِعَ ٱلشَّمۡسُ وَٱلۡقَمَرُ
and the sun and the moon are brought together,

75:10يَقُولُ ٱلۡإِنسَٰنُ يَوۡمَئِذٍ أَيۡنَ ٱلۡمَفَرُّ
that day man will say, ‘Where is the escape [from this day]?’

75:11كَلَّا لَا وَزَرَ
No indeed! There will be no refuge!

75:12إِلَىٰ رَبِّكَ يَوۡمَئِذٍ ٱلۡمُسۡتَقَرُّ
That day the [final] goal will be toward your Lord.

75:13يُنَبَّؤُاْ ٱلۡإِنسَٰنُ يَوۡمَئِذِۭ بِمَا قَدَّمَ وَأَخَّرَ
That day man will be informed about what [works] he had sent ahead [to the scene of judgement] and [the legacy that he had] left behind.

75:14بَلِ ٱلۡإِنسَٰنُ عَلَىٰ نَفۡسِهِۦ بَصِيرَةٞ
Indeed, man is a witness to himself,

75:15وَلَوۡ أَلۡقَىٰ مَعَاذِيرَهُۥ
though he should offer excuses [to justify his failings].

75:16لَا تُحَرِّكۡ بِهِۦ لِسَانَكَ لِتَعۡجَلَ بِهِۦٓ
Do not move your tongue with it to hasten it.

The collection, the recital and the explanation of the Quran is the divine responsibility. It was not left to the imperfect wisdom of man. See commentary of Fatir: 32 to know that to fulfil the promise of making clear the meanings of the Quran Allah has appointed Imams in the progeny of the Holy Prophet. 75:17إِنَّ عَلَيۡنَا جَمۡعَهُۥ وَقُرۡءَانَهُۥ
Indeed it is up to Us to put it together and to recite it.

75:18فَإِذَا قَرَأۡنَٰهُ فَٱتَّبِعۡ قُرۡءَانَهُۥ
And when We have recited it, follow its recitation.

75:19ثُمَّ إِنَّ عَلَيۡنَا بَيَانَهُۥ
Then, its exposition [also] lies with Us.

75:20كَلَّا بَلۡ تُحِبُّونَ ٱلۡعَاجِلَةَ
No! Indeed, you love this transitory life

As said in Anbiya: 21 man loves quickly available gains. He runs after the transitory enjoyments of this material life and neglects the everlasting life of the hereafter. This is the root of the obstinate opposition to the teachings of the Quran, and the Holy Prophet and his Ahl ul Bayt.
Aqa Mahdi Puya says:
The word tuhibbuna in plural indicates that the people are addressed in verse 16, not the Holy Prophet, and points out the human nature referred to above. Those who use intellect and reasoning, control and discipline the nature of enjoying the fleeting life are able to surrender themselves to the will of Allah and follow His guidance.
75:21وَتَذَرُونَ ٱلۡأٓخِرَةَ
and forsake the Hereafter.

75:22وُجُوهٞ يَوۡمَئِذٖ نَّاضِرَةٌ
Some faces will be fresh on that day,

"Looking towards their Lord" means witnessing the glory of Allah.
75:23إِلَىٰ رَبِّهَا نَاظِرَةٞ
looking to their Lord,

75:24وَوُجُوهٞ يَوۡمَئِذِۭ بَاسِرَةٞ
and some faces will be scowling on that day,

75:25تَظُنُّ أَن يُفۡعَلَ بِهَا فَاقِرَةٞ
knowing that they will be dealt out a punishment breaking the spine.

75:26كَلَّآ إِذَا بَلَغَتِ ٱلتَّرَاقِيَ
No indeed! When it reaches up to the collar bones

75:27وَقِيلَ مَنۡۜ رَاقٖ
and it is said, ‘Who will take him up?’

In the agony of death when the soul is departing those who believed in false gods and disbelieved in Allah turn to their leaders to save them from death at the last minute, but no one comes to their help. They die. Then the drive unto the throne of Judgement begins. One calamity will be joined to another because they did not believe in Allah, neither prayed nor paid charity in the way of Allah, rejected truth, turned away from the right path and puffed up with pride lived among their people.
Man thinks that he is free to do what he likes without any moral responsibility and accountability for his actions. Refer to the commentary of Hajj: 5. Man's lowly animal origin makes him no higher than a beast. During his development divine spirit (ruh) is poured in him. Allah who does all this has the power to bring the dead to life again on the day of resurrection.
Imam Ali bin Musa ar Rida said:
"When the Holy Prophet recited these verses before Abu Jahl, he said: 'Neither you nor your God can ever harm me. I am the chief of Makka.'"
In the battle of Badr Abu Jahl was killed by Abdullah bin Masud.
75:28وَظَنَّ أَنَّهُ ٱلۡفِرَاقُ
and he knows that it is the [time of] parting,

75:29وَٱلۡتَفَّتِ ٱلسَّاقُ بِٱلسَّاقِ
and each shank clasps the other shank,

75:30إِلَىٰ رَبِّكَ يَوۡمَئِذٍ ٱلۡمَسَاقُ
that day he shall be driven toward your Lord.

75:31فَلَا صَدَّقَ وَلَا صَلَّىٰ
He neither confirmed [the messages of Allah], nor did he pray,

75:32وَلَٰكِن كَذَّبَ وَتَوَلَّىٰ
but denied [them] and turned away,

75:33ثُمَّ ذَهَبَ إِلَىٰٓ أَهۡلِهِۦ يَتَمَطَّىٰٓ
and went back swaggering to his family.

75:34أَوۡلَىٰ لَكَ فَأَوۡلَىٰ
So, woe to you! Woe to you!

75:35ثُمَّ أَوۡلَىٰ لَكَ فَأَوۡلَىٰٓ
Again, woe to you! Woe to you!

75:36أَيَحۡسَبُ ٱلۡإِنسَٰنُ أَن يُتۡرَكَ سُدًى
Does man suppose that he has been abandoned to futility?

75:37أَلَمۡ يَكُ نُطۡفَةٗ مِّن مَّنِيّٖ يُمۡنَىٰ
Was he not a drop of emitted semen,

75:38ثُمَّ كَانَ عَلَقَةٗ فَخَلَقَ فَسَوَّىٰ
and then a clinging mass? Whereat He created and proportioned [him],

75:39فَجَعَلَ مِنۡهُ ٱلزَّوۡجَيۡنِ ٱلذَّكَرَ وَٱلۡأُنثَىٰٓ
and made of him the two sexes, male and female.

75:40أَلَيۡسَ ذَٰلِكَ بِقَٰدِرٍ عَلَىٰٓ أَن يُحۡـِۧيَ ٱلۡمَوۡتَىٰ
Is not [someone like] that able to revive the dead?
