مَّا يَفْتَحِ اللَّهُ لِلنَّاسِ مِن رَّحْمَةٍ فَلَا مُمْسِكَ لَهَا وَمَا يُمْسِكْ فَلَا مُرْسِلَ لَهُ مِن بَعْدِهِ وَهُوَ الْعَزِيزُ الْحَكِيمُ
Whatever mercy Allah unfolds for the people, no one can withhold it; and whatever He withholds no one can release it except Him, and He is the All-mighty, the All-wise.

Commentary on Quran 35:2
[Pooya/Ali Commentary 35:2] Allah's will is always done and no power can ever stop or withhold His decree. If Allah wills to reward or punish any individual or people none can stop it.
