وَمَا أَنتَ بِهَادِي الْعُمْيِ عَن ضَلَالَتِهِمْ إِن تُسْمِعُ إِلَّا مَن يُؤْمِنُ بِآيَاتِنَا فَهُم مُّسْلِمُونَ
nor can you lead the blind out of their error. You can make only those hear you who believe in Our signs and have submitted.

Commentary on Quran 27:81
[Pooya/Ali Commentary 27:81] Aqa Mahdi Puya says: Allah can make whomsoever He wills to hear the call inviting to truth, but only the men of understanding who have the ability to believe will listen to the preaching of the Holy Prophet.
