وَمَا كَانَ رَبُّكَ لِيُهۡلِكَ ٱلۡقُرَىٰ بِظُلۡمٖ وَأَهۡلُهَا مُصۡلِحُونَ

Your Lord would never destroy the townships unjustly while their inhabitants were bringing about reform.
