قوله عليه السلام: ولا تحل الصدقة من الغريب لمواليهم فالمراد به إذا كان الموالي مماليك لهم ويلزمهم القيام بنفقاتهم لا يجوز لهم أن يعطوا الزكاة لان المملوك لا يجوز أن يعطى الزكاة، فأما مواليهم الذين ليسوا مماليك فليس بمحرم ذلك عليهم، والذي يدل على ذلك ما رواه:
The Imam عليه السلام saying, peace be upon him: “Charity from the stranger is not lawful for their mawali,” what is intended by it is when the mawali are slaves owned by them and it is binding upon them to maintain them; it is not permissible for them to give zakat to them, because it is not permissible for a slave to be given zakat. As for their mawali who are not slaves, that is not unlawful for them. That which indicates this is what he narrated (in the following hadith):
