وَاذْكُر رَّبَّكَ فِي نَفْسِكَ تَضَرُّعًا وَخِيفَةً وَدُونَ الْجَهْرِ مِنَ الْقَوْلِ بِالْغُدُوِّ وَالْآصَالِ وَلَا تَكُن مِّنَ الْغَافِلِينَ
And remember your Lord within your heart beseechingly and reverentially, without being loud, morning, and evening, and do not be among the heedless.

[Pooya/Ali Commentary 7:205] In congregational prayers those who are praying the salat should only listen the verses of the Quran the imam of jamat recites as if they are repeating them.
