وَهُوَ الَّذِي يُنَزِّلُ الْغَيْثَ مِن بَعْدِ مَا قَنَطُوا وَيَنشُرُ رَحْمَتَهُ وَهُوَ الْوَلِيُّ الْحَمِيدُ
It is He who sends down the rain after they have been despondent, and unfolds His mercy, and He is the Guardian, the All-laudable.

Commentary on Quran 42:28
[Pooya/Ali Commentary 42:28] Allah's mercy comes to us when all hope is lost, and gives us new opportunities when we least expect them. His cherishing and protecting His creatures is beyond the comprehension of human intellect. Refer to Araf: 57.
