وَهُوَ الَّذِي أَرْسَلَ الرِّيَاحَ بُشْرًا بَيْنَ يَدَيْ رَحْمَتِهِ وَأَنزَلْنَا مِنَ السَّمَاءِ مَاءً طَهُورًا
And it is He who sends the winds as harbingers of His mercy, and We send down from the sky purifying water,

[Pooya/Ali Commentary 25:48] Aqa Mahdi Puya says: To represent too strongly and to intensify tahir, tahura is used here for rain-water which is not only pure but is the best purifying agent known to us.
