فليس بمناف لما قدمناه لانه ليس في قوله علم ينبغ أن يتقدم إلا من شهد الاقامة نهي عن تقدم من لم يشهدها على جهة الحظر بل هو صريح بانه الاولى والافضل لانه لو كان المراد به الحظر لتضمن لفظ النهي أو رفع الجواز عن فعل ذلك ومتى لم يذكر ذلك علمنا انه أراد الافضل ولو كان فيه لفظ النهي لحملناه على الافضل بدلالة الاخبار المتقدمة والذي رواه
So this is not in contradiction to what we have presented earlier, because in Imam عليه السلام statement, peace be upon him, “No one should step forward except one who was present at the iqamah,” there is no prohibition against someone who did not witness it stepping forward in the sense of it being unlawful. Rather, it is explicit that it is preferable and better. For if the intent had been prohibition, the wording would have included a clear prohibition or an indication that it is not permissible to do so. And since that was not stated, we understand that he meant what is preferable. Even if the wording had included a prohibition, we would interpret it as indicating what is better, based on the earlier narrations. And this was narrated by:
