ولا يجوز لأهل مكة ولا حاضريها التمتع بالعمرة إلى الحج، وليس لهم إلا القران أو الافراد لقول الله عز وجل: " فمن تمتع بالعمرة إلى الحج فما استيسر من الهدي " ثم قال بعد ذلك: " ذلك لمن يكن أهله حاضري المسجد الحرام " وحد حاضري المسجد الحرام أهل مكة وحواليها على ثمانية وأربعين ميلا، ومن كان خارجا من هذا الحد فلا يحج إلا متمتعا بالعمرة إلى الحج ولا يقبل الله غيره.
It is not permissible for the residents of Mecca or its surrounding areas to perform tamattu‘ between ‘umrah and Hajj. They are limited to qirān or ifrad, as Allah سبحانه وتعالى the Almighty states: “So whoever performs ‘umrah in the months of Hajj before performing Hajj shall offer what is easy of sacrifice.” He then clarifies: “This is for those whose families are not present at the Sacred Mosque.” The boundary for hādir al-masjid al-haram (residents of the Sacred Mosque) is defined as Mecca and its surroundings within 48 miles. Those residing outside this boundary must perform Hajj tamattu‘ (with ‘umrah preceding Hajj), as Allah سبحانه وتعالى accepts only this type of Hajj from them.
