يعني أنه إذا كان السفر أربعة فراسخ وأراد الرجوع من يومه فالتقصير عليه واجب، ومتى لم يرد الرجوع من يومه فهو بالخيار إن شاء أتم وإن شاء قصر وتصديق ما فسرت من ذلك
It means that if the journey is four farsakhs (a unit of distance) and he intends to return on the same day, shortening (the prayer) is obligatory for him. However, if he does not intend to return on the same day, he has the choice—whether to complete the prayer or to shorten it. The proof for this explanation is: (in the following hadith).
