And from Zurarah: the like of it, except that Imam al-Sadiq عليه السلام said: Imam al-Sadiq عليه السلام said: "If he exerted effort (seeking those entitled to zakat), then he has become free of liability; and if he fell short in exerting effort in seeking, then no."
