Al-Husayn ibn Sa’id narrated from Fadalah, from Husayn ibn Uthman, from Abdillah ibn Miskan, from Isma’il ibn Abd al-Khaliq, who said: I asked Abu Abdillah عليه السلام about the time of Dhuhr. Imam عليه السلام said: “After the sun passes the meridian by one foot or something close to that, except on the day of Jumu’ah or during travel, for its time is at the moment of decline.”
