12. Al-Husayn ibn Muhammad has narrated from Mu‘alla’ ibn Muhammad from al-FIassan ibn Ali al-Washsha’ from Hammad ibn ‘Uthaman from ‘Umar ibn Yazid who has said the following:

“This is a Hadith of Abu ‘Abd Allah . He (the Imam) said, ‘Residents of Makkah must not be appointed as waliy (the person in charge of the affairs of the pilgrims) of the people performing al-Hajj.’”
