Hadith.5099 - In the narration of Al-Sakuni from Imam Jafar ibn Muhammad Al-Sadiq عليه السلام from his father, Imam Muhammad ibn Ali Al-Baqir عليه السلام, that he said:
"The hand of a thief is not to be cut off during a year of drought."
This refers specifically to the theft of food and not to other types of theft.
