Hadith.2705 - Aban narrated from Zurara, who said: I asked him about a person in the state of ihram—can they scratch their head or wash it with water?
Imam said: "They may scratch their head as long as they do not intentionally kill an insect, and there is no harm in washing with water or pouring it over their head, as long as their head is not treated with a binding substance (muddied). If their head is treated with such a substance, they should not pour water over it unless it is due to a state of ritual impurity (from a wet dream)."
