فالوجه في هذا الخبر حال التقية على ما بيناه لان مع التقية يجوز اخفاته على ما قدمنا القول فيه ويجوز أن يكون الخبر تناول من لم يقل ذلك ناسيا دون أن يكون ذلك منه على جهة العمد
The interpretation of this narration is that it pertains to the situation of taqiyya (dissimulation), as we have explained, because under taqiyya it is permissible to recite it quietly, as we have previously mentioned. It is also possible that the narration refers to someone who omitted saying it out of forgetfulness, and not intentionally.
