Muhammad ibn al-Hasan said: The meaning of these narrations is that rinsing the mouth and sniffing water into the nose are not obligatory acts (faraʾid) of wudu; rather, they are recommended (masnunat). What further indicates that they are recommended is their mention in the context of ghusl for janabah (major ritual impurity).
