إنما يريد ليس عليها غسل إذا لم تتمكن من استعمال الماء أما لعوز الماء أو مخافة البرد أو لحاجتها إليه للشرب، ولم يرد انه ليس عليها غسل على كل حال.
What is meant here is that she is not required to perform ghusl if she is unable to use water, whether due to the unavailability of water, fear of the cold, or her need to reserve the water for drinking. It does not mean that she is exempt from ghusl under all circumstances.
