مُحَمَّدُ بْنُ عَلِيِّ بْنِ مَحْبُوبٍ عَنْ مُحَمَّدِ بْنِ اَلْحُسَيْنِ عَنْ صَفْوَانَ عَنِ اَلْعَلاَءِ عَنْ مُحَمَّدِ بْنِ مُسْلِمٍ عَنْ أَبِي جَعْفَرٍ عَلَيْهِ اَلسَّلاَمُ قَالَ: سَأَلْتُهُ عَنْ سِيرَةِ اَلْإِمَامِ فِي اَلْأَرْضِ اَلَّتِي فُتِحَتْ بَعْدَ رَ سُ و لِ اَ ل لَّ هِ صَلَّى اَللَّهُ عَلَيْهِ وَ آلِهِ فَقَالَ »إِنَّ أَمِيرَ اَ لْ مُ ؤْ مِ نِ ي نَ عَ لَ يْ هِ اَ ل سَّ ل اَ مُ قَ دْ سَ ا رَ فِ ي أَ هْ لِ اَ لْ عِ رَ ا قِ بِ سِ ي رَ ةٍ فَ هِ يَ إِ مَ ا مٌ لِ سَ ا ئِ رِ اَ لْ أَ رَ ضِ ي نَ«وَقَالَ»إِ نَّ أَ رْ ضَ اَ لْ جِ زْ يَ ةِ ل اَ تُرْفَعُ عَنْهُمُ اَلْجِزْيَةُ وَ إِنَّمَا اَلْجِزْيَةُ عَطَاءُ اَلْمُهَاجِرِينَ وَ اَلصَّدَقَاتُ لِأَهْلِهَا اَلَّذِينَ سَمَّى اَللَّهُ فِي كِتَابِهِ لَيْسَ لَهُمْ فِي اَلْجِزْيَةِ شَيْءٌ« ثُمَّ قَالَ» مَا أَوْسَعَ اَلْعَدْلَ إِنَّ اَلنَّاسَ يَتَّسِعُونَ إِذَا عُدِلَ فِيهِمْ وَ تُنْزِلُ اَلسَّمَاءُ رِزْقَهَا وَ تُخْرِجُ اَلْأَرْضُ بَرَكَتَهَا بِإِذْنِ اَللَّهِ تَعَالَى«.
Muhammad ibn Ali ibn Mahbub, from Muhammad ibn al-Husayn, from Safwan, from al-Ala, from Muhammad ibn Muslim, from Abu Ja’far (a.s), peace be upon him, who said: I asked Imam (a.s) about ‘the conduct of the Imam regarding the land that was conquered after the Messenger of Allah (swt), Allah's (swt) blessings be upon him and his family.’ Imam (a.s) said: "Indeed, the Commander of the Believers (a.s), peace be upon him, conducted himself among the people of Iraq with a conduct, and it is an example for all other lands." And Imam (a.s) said: "Indeed, the land of jizyah (per-capita poll tax), the jizyah is not lifted from them. Rather, the jizyah is the stipend of the emigrants, and the charities are for their people whom Allah (swt) named in His (swt) Book (Quran), they have no share in the jizyah." Then Imam (a.s) said: "How expansive justice is. Indeed, people become spacious when justice is carried out among them, And the sky sends down its provision, and the earth brings forth its blessing by the permission of Allah (swt), Exalted is He (swt)."
