Ibn Muskan narrated from Abu Basir, who said: I said to Abu Abdullah (a.s): "A man instructs someone to slaughter on his behalf while he discards his hair in Mecca." Imam (a.s) replied: "He is not permitted to discard his hair except in Mina."
