ومن كلام له (عليه السلام) في الخوارج لما سمع (عليه السلام) قولهم: «لا حكم إلاّ لله» قال (عليه السلام):

When Amīr al-mu’minīn heard the cry of Khārijites that “Verdict is only that of Allāh” he said:

كَلِمَةُ حَقٍّ يُرَادُ بِهَا بَاطِلٌ! نَعَمْ إِنَّهُ لا حُكْمَ إِلاَّ للهِ، ولكِنَّ هؤُلاَءِ يَقُولُونَ: لاَ إِمْرَةَ، فَإِنَّهُ لاَبُدَّ لِلنَّاسِ مِنْ أَمِير بَرّ أَوْ فَاجِر، يَعْمَلُ فِي إِمْرَتِهِ الْمُؤْمِنُ، وَيَسْتَمْتِعُ فِيهَا الْكَافِرُ، وَيُبَلِّغُ اللهُ فِيهَا الاْجَلَ، وَيُجْمَعُ بِهِ الْفَيءُ، وَيُقَاتَلُ بِهِ الْعَدُوُّ، وَتَأْمَنُ بِهِ السُّبُلُ، وَيُؤْخَذُ بِهِ لِلضَّعِيفِ مِنَ الْقَوِيِّ، حَتَّى يَسْتَرِيحَ بَرٌّ، وَيُسْتَرَاحَ مِنْ فَاجِر.

The sentence is right but what (they think) it means, is wrong. It is true that verdict lies but with Allāh, but these people say that (the function of) governance is only for Allāh. The fact is that there is no escape for men from ruler good or bad. The faithful persons perform (good) acts in his rule while the unfaithful enjoys (worldly) benefits in it. During the rule, Allāh would carry everything to end. Through the ruler tax is collected, enemy is fought, roadways are protected and the right of the weak is taken from the strong till the virtuous enjoys peace and allowed protection from (the oppression of) the wicked.

وفي رواية أُخرى أنّه (عليه السلام) لمّا سمع تحكيمهم قال: حُكْمَ اللهِ أَنْتَظِرُ فِيكُمْ. وقال:

Another version : When Amīr al-mu’minīn heard the cry of the Khārijites on the said verdict he said : I am expecting the verdict (destiny) of Allāh on you. Then he continued:

أَمَّا الاْمْرَةُ الْبَرَّةُ فَيَعْمَلُ فيها التَّقِيُّ، وَأَمَّا الاْمْرَةُ الْفَاجرَةُ فَيَتَمَتَّعُ فِيهَا الشَّقِيُّ، إلى أَنْ تَنْقَطِعَ مُدَّتُهُ، وَتُدْرِكَهُ مَنِيَّتُهُ.

As for good government the pious man performs good acts in it, while in a bad government the wicked person enjoys till his time is over and death overtakes him.

Extrait de ses paroles en réponses aux Kharijites qui disaient; «il n’y a de gouvernement que celui de Dieu»

Parole juste mais qui sousentend un mensonge! C’est vrai que Dieu est l’unique autorité, mais ceuxci disent: « il n’y a de gouvernement que celui de Dieu », alors qu’il est indispensable aux hommes d’avoir un gouvernement, fût-il pieux ou pervers! Ainsi, le croyant pourra s’adonner à de bonnes actions et le mécréant à ses plaisirs. Ledit gouvernement régnera tant que Dieu le désire, amassera les butins avec lesquels il combattra l’ennemi, établira la sécurité des routes et répandra l’équité en donnant au pauvre le surplus des forts, et ce afin de rassurer le pieux et de mettre fin aux œuvres néfastes du mécréant.

Autre version: J’espère trouver en vous le gouvernement de Dieu. Et d’ajouter,

le commandement juste est l’œuvre du pieux, tandis que le commandement injuste, où règne le désordre et le libertinage, incombera au misérable qui en jouira jusqu’à sa mort.
